In general, it should only be used in rare circumstances where no other possibility presents itself. It is often referred to as a P17 service or section 17 service.<\/span><\/p>\n<p><span style=\"color: #000000;\">As with any manner of service, use of P17 is dependent on the exact circumstances in which it is used. Unfortunately, there is very little <a class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"cmtt_ee0906d5d691acc059558479e885ae08\" href=\"https:\/\/www.trainingpips.com\/index.php\/glossary\/case\/\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">case<\/a> <a class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"cmtt_9c5f0b2b35fe9c84ec92c0ffd54a1f33\"  href=\"https:\/\/www.trainingpips.com\/index.php\/glossary\/law\/\"  data-mobile-support=\"0\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex='0' role='link'>law<\/a> from which to draw guidance.<\/span><\/p>\n<p><span style=\"color: #000000;\">It first came into being as the use of private mail receiving services (also known as PMB&#x2019;s or mail drops) grew in the 1980&#x2019;s and 1990&#x2019;s. The idea being that if <a class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"cmtt_a7aa16d80b50c24b6c6f9f30c39e6910\" href=\"https:\/\/www.trainingpips.com\/index.php\/glossary\/people\/\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">people<\/a> were &#x201C;hiding&#x201D; behind a mail drop then, given due <a class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"cmtt_f7afceacc7329f3e9e78e188d6078820\" href=\"https:\/\/www.trainingpips.com\/index.php\/glossary\/diligence\/\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">diligence<\/a> to locate them, service of a summons should be allowed by presenting the documents to someone working at the mail drop or any other place where the <a class=\"glossaryLink\" aria-describedby=\"tt\" data-cmtooltip=\"cmtt_d678f5e95d39afd5f19bf46e3044dd98\" href=\"https:\/\/www.trainingpips.com\/index.php\/glossary\/defendant\/\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">defendant<\/a> maintains a &#x201C;usual mailing address.&#x201D;<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Service using RCW 4.28.080(17) is fraught with danger.
